McKinney Vento

The general term homeless means that individuals lack a fixed, regular, and adequate nighttime residence. This includes anyone who, due to lack of housing, lives:

  • Doubled up with friends or relatives (due to loss of housing, economic hardship, or similar reason)
  • In emergency or transitional shelters
  • In motels, hotels, trailer parks, or campgrounds
  • Abandoned in hospitals
  • Awaiting foster care (does not include permanent foster care placements)
  • In cars, parks, public places, bus/train stations, or abandoned buildings
  • Migratory children living in any of these conditions
  • As an unaccompanied youth (children not in the physical custody of a legal parent/guardian/state agency)
Families in transition should know that:
  • Homeless children have the right to attend school
  • You do not need a permanent address to enroll your child in school
  • Homeless children have the right to stay in their home school at the parent(s) discretion
  • Your child cannot be denied school enrollment just because school records or other enrollment documentation is not immediately available
  • Your child has the right to transportation services to and from the school of origin, if eligible, and not at the cost of the family
  • Your child has the right to participate in extracurricular activities and all federal, state, or local programs for which he/she is eligible
